The threat to NATO supply via the Pakistani territory has increased many-folds in the coming years as the police has also become a factor in looting the supplies.
Working independently the Taliban and the local police both consider the NATO supplies as a source to make easy money.
In one such incidence the police according to the representatives of the owner of the super oil tanker siphoned off 30,000 liters of oil from the tanker carrying oil for NATO forces in Khandar..
According to information obtained by Pulse from the sources, FIR and letter of protest written to the IG Balochistan the police so far has failed to return or pay compensation for the 30,000 liters of oil looted from the super tanker.
In an unfortunate incident on 14 September 2008 one of the Afghanistan –Kandhar bound oil tanker NO – JP 8177 with GP-8 fuel oil was ambushed by some unknown persons at a Truck-Station in the Shalkot town Hazar Gangi ,Quetta on 14-09- 2008 when it was parked at a workshop for repairs .
It was at about 12:30 pm when an bomb blast near the oil-tanker destroyed the rear part of the oil-tanker and as result 30000-liters oil was spilled and in wasted. However the remaining 30,000-liter in the front part of the tanker remained unharmed by the explosion and was saved .Meanwhile the police reached the spot and initiated investigation in to the matter .Few persons from the truck station including the contractor of the truck station arrived on the spot and held the driver of the oil tanker and his staff responsible for damages caused to his station due to this blast .
Police after a brief investigation took the assistant of oil-tanker driver and the work-shop owner to police station but released them after three-days .The arrested persons were subjected to physical torture by the police for three days and were forced to pay Rs.20,000 as a bribe. The work shop man was released by the police after he paid Rs.24000 .
A police Assistant sub-inspector at Shalkot police station ,Ashfaq demanded Rs.500,000 for providing a copy of the FIR . The ASI according to sources demanded the amount to claiming that he would write a favorable report on the bomb-blast that would help the truck owner get the whole insurance money of the fuel oil ( 60,000 ) liter which he claimed were wasted. The cop further said that his report would help the truck owner claim insurance money for 60000/liters of oil easily. The police story of the 60,000 liters of oil going waste was challenged as the oil-tanker had two portions in its body and each body contain 30000 fuel oil.
It is worth mentioning here that Security Personnel who were traveling with the oil-tanker were denied the right to inspect the oil-tanker by the police initially .However ,they were permitted to inspect it after prolonged arguments. The Security staff told me after their inspection that 30000/ liter of fuel oil was found intact in the front portion of the oil-tanker.
However the insurance company agent found the front portion of the oil-tanker containing 30000/lietr of oil empty when he inspected the oil-tanker on 20-09-08 at the police station. It is worth mentioning here that the oil-tanker remained in the custody of police after the truck was taken to the police station following the bomb blast.
The ASI Ashfaq disappeared from the police station when the protest blaming him for stealing the 30000-liter of fuel oil was registered. The ASI told the truck owners on cell phone that he had gone on leave therefore the matter would be decided on his return..
This situation forced the owners to file a complaint with the Provincial Police Chief on 25-09 -08 . The Inspector General has ordered a probe into the whole affairs and has asked his juniors to present a report with in 10 days.
However even after 20 days the police failed to contact the director of the company running the super tankers, Mohammed Nasir or recover the theft of 30,000 liters of oil.
