Pakistan has sought $5,791 billion from Friends of Democratic Pakistan (FoDP) for uplift projects in Education, Agriculture and construction of small and medium dams in the country. The amount is a part of $60 billion funding the country seeks from friendly countries for some 71 projects.
According to the presentation given by the government of Pakistan’s representatives to FoDP in Abu Dhabi last week, $2073 million financial assistance was sought from the FODP for execution of projects in the education sector. The amount is required for establishment of universities of engineering, science and technology. Pakistan has asked China to extend $542 million; Germany, $543 million; Austria, $519 million; and Italy, $469 million for the projects in education sector.
Pakistan has also sought $1,452 million for the construction of 32 small and medium dams, to be constructed in four provinces. The total cost of the dams is Rs115 billion. Out of the 32 dams, 22 (worth Rs78 billion) are ready for construction, while 10 projects are at the evaluation level.
Pakistan told the FoDP, a group of countries that want to help Pakistan, that it intends to construct the proposed dams between 2009 and 2013 to overcome irrigational water and electricity shortage.
In a detailed briefing, Pakistan said 8 dams are planned in Balochistan, 7 in Sindh, 9 in the NWFP and 8 in Punjab.
DAMS IN BALOCHISTAN: The 8 small dams proposed to be constructed in Balochistan require $672 million funding. Hingol Dam proposed to be constructed at Lasbela will cost $195 million; Naulong Dam and Suklej Dam proposed to be constructed at Jhal Magsi will cost $188 million and $63 million, respectively; while Winder Dam, Garuk Dam, Pelar Dam and Basol Dam would be constructed in Lasbela, Khara, Awaran and Pasini at the cost of $32 million, $24 million, $34 million and $20 million, respectively. Likewise, $116 million Badinzai Dam is proposed to be constructed in Zhob area of Balochistan. Pakistan has informed the Friends that all projects are ready for construction apart from Sukleji, Basol and Badinzai dams. These dams would irrigate about 214,815 acres and are generate and estimated 4 MW electricity.
Dams in Sindh: Pakistan sought $221 from Friends for 7 projects proposed for Sindh province. Out of the seven dams, only three are ready for construction. Proposed dams included Nai Gaj Dam to be built at Dadu at the estimated cost of $78 million; Darwat Dam and Khadeji Dam to be constructed at Jamshoro at the cost of $50 million and $10 million, respectively. Salari and Nali dams worth $19 million and $23 million, respectively, are planned to be constructed at Dadu. Sita and Khenji-Tarpan dams would be constructed in Qambar at the cost of $18 million and $23 million, respectively. Dams in Sindh would irrigate 116,160 acres.
DAMS IN NWFP: An amount of $412 million will be needed for the construction of 9 small and medium dams in the North West Frontier Province. The Tank Zam, Daraban Dam, Chaudwan Zam Dam and Sheikh Haider Dam are planned to be constructed at D I Khan at the cost of $129 million, $36 million, $49 million and $44 million, respectively. Chashmai Akor Khel Dam is proposed to be built at Karak at a cost of $6 million. Chowkas Dam, Totakan Dam, Kuhai Dam would be constructed in Malakand agency and Bunair at the cost of $3 million $4 million and $3 million, respectively. Construction of Bara Dam in Khyber Agency is under study which needs $138 million.
FoDP were informed that all dams were ready for construction except Bara Dam. These projects are expected to irrigate 190,828 acres in the province and would help in boosting agriculture output.
DAMS IN PUNJAB: Pakistan has sought $147 million for eight dam projects in Punjab. Papin Dam, Ghabir Dam, Kot Fateh Dam and Mujahid Dam are planned at Rawalpindi, Chakwal, Attock and Rawalpindi at the cost of $28 million, $27 million $7 million and $4 million, respectively. Lawa Dam, Mohara Shera Dam and Jamalwal Dam are to be constructed at Chakwal, Gujar Khan and Chakwal at the cost of $5 million, $6 million and $6 million, respectively. Two hill torrents dams are proposed to be built in D.G Khan and Rajanpur at a cost of $64 million.
FoDP representatives were told that four projects are ready for construction, and once completed, would irrigate 542,455 acres.
In agriculture sector, Pakistan sought $266 million for 10 different projects ranging from livestock production and development of meat production to improvement of agriculture and livestock markets and marketing system. In addition, FoDP were also asked for $2 billion for special agriculture projects. The proposed special project included value addition in horticulture and dairy sub sectors, strengthening agricultural research, rainwater harvesting (Rangeland Development), drip irrigation, farm forestry, farm mechanization, farm forestry, food grain storages, social sciences research in agriculture sector, crop monitoring and forecasting.
It is pertinent to note that so far no solid commitment has been made by the Friends of Pakistan in response to the proposals floated by the government.
