Since last 60 years both civil and military regimes have failed to integrate different identities and interests to ensure the stability of state. Unity in a diverse society has been sought through imposing obsolete and defective ideology of the few over the rest without their consent. Dissention and disorder has been the result. Mismanagement of national affairs rest no where but in the fact that nation lacks a vision about peace and prosperity of the people.
The worrisome scenario is reflected in the fact that our western borders have become unsafe while the peace of society is disturbed by the activities of local Taliban. Baloch insurgency is fact of the day while mafias, smugglers and profiteers have strained people’s nerves in rest of the country. The worrying aspect of this depressing scenario is that the nation is without any consensus and direction as to counter these threats to peace and stability.
While the external and internal pressures are a reality, government lacks vision as well as the will to counter them effectively. Expediency rather than wisdom guides its behavior. Its policies are reactive as well as contradictory, and in the most cases discriminatory.
Sandwiched between hostile and ambitious neighbours the country turned to religion as a unifying force but with it the schism and factionalism of the Middle East. Sectarianism is now a threat while the ethno-nationalism is still a large question mark for the state sovereignty. Given the diverse nature of our society in terms of identity of groups and their interests, the rational course would have been that of recognising these diversities rather than forcefully weaving them into a disputed identity.
The policies directed at achieving the objective of national cohesion are non-coherent as well as directionless. The ways sectarianism and ethnic insurgencies have been dealt with have created more confusion in the society. Some groups are saying openly that they are not being treated justly. Such a state of affairs is neither in the interest of state nor for the nation. Only the foreign interests will stand beneficiary of the anarchy in our affairs. The governments need to counter and handle the new scenario with a properly organised manner.
Will of the political parties is the source which can build the nation or leave the nation in continuous pain. No country can adopt the policies of progress nor can the nation decide its destiny without the visionary leadership. It is pertinent to note that no government and political party can be successful without having positive response and behavior of its nation vis-à-vis its policies and programmes.
Political leadership has to come up with socio-economic agenda, with corresponding policies, for uplift of the nation essentially based on the fundamental principals of growth, stability and justice in economic realm that not only infuses confidence among the individuals in the worth of the political system but also ensures social order.
Economic stability will lead the country to progress and even engage the nation beyond the frontiers, intra-state and intra-regional activity of trade and commerce. Stable economics is the source for gaining power in other dimensions of state and power to negotiate in better way on international sphere.
Economic growth can be attained ensuring value addition in the backbone of economy, the agriculture. Regional trade has to be encouraged, if it brings the cost of business down. Better governance lures investment from home and abroad, opening new job opportunities. At the same time, the taxation policy has fined innovative ways to bring the wealthy sections in the net while ensuring that the purchasing power of the lower and income groups remain strong. Making communication faster and cost effective is must to put economy on the course of growth.
One of the major causes of the national disharmony is inequitable distribution of wealth and the country resources. To eradicate the feeling of deprivation and for enhancing the unity, economic justice is the best tool for state crafting. Economic justice will reduce crime rate in the society and create the environment of creativity enhancing the capability of entire nation. It will also affect the national behavior and the decision-makers will more confident in pursuing their policy goals.
Political leadership should work for the provision of fair and quick justice to people at a time existing system of delivering justice is totally obsolete and ineffective. The proceedings of courts, corruption and flaws of the system, bribery, unnecessary delaying tactics are the routine matters.
The poor and marginalised are humiliated a lot in the processes involved in getting their grievances addressed. Investigation process, civil and criminal litigations, family and petty financial matters, medical reports, grant of next hearing date, grant of bail are the area’s where all the irregularities takes place.
Social peace and harmony is essentially linked with the stability of the nation. Justice is must for creating harmony of interest among the people. When people do not get the quick and fair justice, resentments and disappointments follow. Nevertheless, we need to revamp the judicial system and ensure timely delivery of justice. The powerful have to be discouraged to use the judicial system in their advantage.
Civil and military bureaucracy can play vital role for national integration by adopting adequate and interdependent polices, specially relating to administrative affairs. We need professional people in our executive branches, qualified and equipped with special skills in the field of policy formulation on all the three tiers, federal, provincial, and local level. We do need to build the structure and process of effective implementation of polices.
We have experienced the effects of polices based on communal ideology; now it’s time to take state as per its own logic i.e. whatever the hurdle stands in the way of its dignified survival has to be removed. Using religion to enforce unity has created dissention and resentment and divided the nation; the strategy needs to be abandoned once for all. The solution of our problems lies in plural conception of the society; diversity is the ground reality we have to recognise first before we formulate our national policies.
