Karachi is the commercial hub of the country that generates 70 per cent of its revenue. In spite of the adverse circumstances the people of the city continue contributing to the development and progress of the country. On the other hand, the people of the city are themselves are deprived of the basic facilities. The Karachiites are flooded with many problems that include loadshedding by the Karachi Electric Supply Company (KESC), improper water supply by the Karachi Water and Sewerage Board and the overflowing sewerage lines.
To make matters worse, Karachiites are also haunted by thefts, robberies, mobile phones and car snatchings etc. The crime rate in the city has multiplied greatly. The population of the city has increased manifold and so have its problems. This has lead to shrinking employment opportunities in the metropolis.
The Karachi city district government, on a number of occasions, planned to sort things out. The project of Elevated Express Way also came to the fore. The government also promised a project by the name of Karachi Circular Railway. Former prime minister Shaukat Aziz had come to Karachi three years ago to inaugurate the first phase of the project.
On March 9, 2005, Mr. Aziz said by the end of 2006, a network of circular railway would be spread across the city, but what to talk of the network, the local trains that were launched in the name of circular trains are also no where to be seen.
Four local trains were started in the city before March 2005; after the inauguration of the project by the prime minister, the number of trains was increased. But after two years, the project was closed after incurring huge losses.
One of the reasons for removing the squatters near the railway track was routine accidents and deaths caused by the trains. Such deaths can be averted by the construction of a wall and crossing bridge.
Four years back, the department of railways started the construction of a wall at a distance of 20 to 30 feet in the areas including Green Town, Golden Town, Golden Town, and Shamsi Town. But then suddenly work on the project was stopped.
Under the Mass Transit Project featuring the Karachi Circular Railway Project, an amount of $1 billion was approximated, that included $872 million in loan by the government of Japan, while Rs3.5 billion was to be spent by the government of Sindh. In spite of a number of announcements, no positive outcome came up for reviving the Karachi Circular Railway project.
There can be countless reasons that have led the government to leave various projects incomplete. In this particular case, one of the reasons is the lying of track at the Karachi circular railway near squatters and multi-storey buildings. It seems the project of circular railway will remain a dream unfulfilled.
