Indian Prime Minister Manmohan Singh who was scheduled to reach Srinagar on March 4, 2011 was warned by Intelligence agencies about protests and rallies so he postponed his visit to Friday. Indian Prime Minister was received with slogans against India and banners of Indian brutalities in held Jammu and Kashmir. New Delhi is being misguided by its intelligence agencies and foreign experts that Kashmiris can be won by introduction of reforms and allocation of huge funds. One wonder why the Indian authorities are unable to read the wall that only independence from India is the demand of Kashmiris.
A comprehensive report on job plan for the youth of Indian held Jammu and Kashmir involving a cost of Rs 2100 crore has been presented to the state government. In order to impress upon the Kashmiris that Indian centre is sympathetic towards the Kashmiris, Indian Prime Minister in August 2010 approved a penal led by former RBI governor C Rangarajan to chalk out a plan for improving employment of the youths in the state.

The Indian authorities have been conveyed by the Intelligence agencies as well as government officials that the Kashmiris are struggling for freedom for the economic reason. In this regard, this week, Rangarajan along with his panel handed over the report to puppet Jammu and Kashmir Chief Minister Omar Abdullah. The report has recommended for setting up of Skill Employment and Empowerment Scheme for Jammu and Kashmir at a cost of Rs 257 Crore. The report foresees that scheme will train 50,000 to one Lac youth over the next three to five years. So far the names of private sector partners which have been surfaced are Don Bosco, Kuoni, IL&FS and Dr Reddy's Foundation.

The panel also recommended Rs 500 Crore allocation for launching a Special Industry Initiative which would enhance the employability skills of nearly 40,000 youth from the state over the next five years. Companies which have shown interest include Infosys Technoogies, Tata Consultancy Services, Godrej and Boyce, BILT, Crompton Greaves, Avantha Group, Bajaj Auto, WWFI, JCB India, Tata Motors and Apollo Hospitals. It is pertinent to mention that the report has also recommended implementation of the scheme through private-public partnership mode each sharing 50 percent of the training cost. In other words, the government would bear half the training cost and other half by private firms. The penal has also recommended a special scholarship scheme for 25,000 students over the next five years and has sought Rs 1200 crore for scholarships to be granted to students of medicine, engineering and general studies. Revival of State Finance Corporation (SFC) has also been recommended by providing Rs 100 crore. One wonders if the private partnerships are sponsored and affiliated with US, Britain and Israel, it would not be acceptable to the Kashmiris.


The designs of Indian government and its puppet machinery in held Jammu and Kashmir State are very obvious i.e. to create an environment that leads to inclusion of this state into the Indian union. If we recall, this year on January 26, the Bharatiya Janata Party's (BJP) tried to hoist the tricolour Indian flag (Taranga Yatra) at Srinagar's Lal Chowk on Republic Day. BJP's Rashtriya Ekta Yatra or national unity march, which started from Kolkata under the leadership of Bharatiya Janata Yuva Morcha President Anurag Thakur and had the backing of Indian government, could cause serious trouble in the Kashmir Valley. Despite the fact that Indian held Jammu and Kashmir Chief Minister Omar Abdullah expressed serious reservations over the issue, Indian Army under the command of General Officer Commanding in Chief (GOC-in-C) Northern Command Lieutenant General K.T. Parnaik took positions to take action against Kashmiris who would also try to march towards Lal Chowk and disturb BJP’s march. An official release after the meeting of the Unified Headquarters said, "The meeting discussed in detail various matters pertaining to the law and order and general security situation in the State." However, another statement that appeared in the press on the behalf of the top Army commanders, senior Police and Paramilitary officers said, "The law is the same for everyone and the separatists have no right to cause any disruption. The terrorists and their sympathisers would be dealt with as per the law of the land."

A secret meeting between Lieutenant General Parnaik, and Chief Minister Omar Abdullah was held on January 15, but when it was leaked to media, an impression was given as both sides discussed reduction of troops and repeal of the Armed Forces Special Powers Act, which gives legal immunity to the troops fighting terrorism in the state. Had Kashmiri leaders like Syed Ali Geelani and other Kashmiris not expressed strong opposition to the planned announced a march to Lal Chowk on the same day, the situation would have turned very bad.

New Delhi is mistaken that that Kashmiris are demanding union with Pakistan due to economic conditions and that improvement in social conditions and lifestyle would turn them into loyal Indians. The demand of the Kashmiris for right of self determination would remain a burning issue till the time plebiscite is not held in entire state on the basis of United Nations Security Council resolutions. Had economic reasons or unemployment was the case for those Kashmiris who are well settled abroad would not have been active supporters of freedom movement and armed struggle against Indian occupation of Jammu and Kashmir state. In another development, Kashmiri top leader Syed Ali Shah Geelani was detained by police at the Srinagar airport and put under house arrest soon after his arrival from New Delhi. Ironically, the Police at the airport asked questions regarding Hawala case. It is pertinent to mention here that Ghulam Mohammed Bhat, a pro-Pakistan Kashmiri leaders was also arrested in connection with the case. In fact, Indian intelligence agencies were quite aware that Syed ali Geelani would never allow Indian Prime Minister to address the convocation of the Sher-e-Kashmir University of Agricultural Sciences and inaugurate a township built for Kashmiri migrants without notice of international community what India is doing in Kashmir.
