India’s covert operations against Pakistan

In his recent book "The Politics of Counterterrorism in India" Indian author Prem Mahadevan has advised the Indian government to carry out covert actions against Pakistan. Ironically, it seems the author is unaware of Indian clandestine activities against Pakistan and other neighboring countries. Look as if he is intentionally portraying the naive picture of India, but reality differs from this flawed assertion.

He further suggests that while implementing domestic security reforms, the more productive approach could be to take the counterterrorist offensive inside Pakistan itself". He also advised the Indian government to develop controlled and calibrated credible covert capacity, which will be an effective deterrent against Pakistan. The book suggests crafting a diplomatic strategy that portrays Pakistan as a weak state unable to control radical elements within its borders. The author supports the idea of symbolic peace talks with Pakistan for the sake of retaining international goodwill.

Most of the things which the author has advised in this book are already in practice by the Indian government like covert operations against Pakistan, propaganda to portray Pakistan as a terrorist or weak state which cannot control radical elements, rogue military and symbolic peace talks to gain international good will. If we critically analyse India’s foreign policy towards Pakistan, then we come to a point that India has never accepted Pakistan’s existence and from the day one it has carried out malicious activities against Pakistan.

R&AW (Research and Analysis Wing) is India’s external intelligence agency which came into being in 1968 with an objective to launch a war of disinformation campaigns, espionage and sabotage against Pakistan, and other regional states. Ashok A Biswas, a Delhi-based research scholar, in his compiled study R&AW - An Un-obstructive Instrument of India’s Foreign Policy, states that “the aim of R&AW is to keep internal disturbances flaring up and the ISI preoccupied so that Pakistan can lend no worth while resistance to Indian designs in the region”. He further notes that R&AW over the years has admirably fulfilled its tasks of destabilizing target states through unbridled export for terrorism had a hand in it.

Recent example of the R&AW’s involvement inside Pakistan is evident from the confession of Indian Spy Surjeet Singh who was released by Pakistan after thirty years in jail. He confessed that he was sent to Pakistan for spying by Indian military and R&AW. No other evidence is required to prove India’s malevolent involvement inside Pakistan.

India is actively using Afghanistan as a base for its covert operations in tribal areas and Balochistan. Indian intelligence agencies in collaboration with Afghan Government and other allies are providing training, funs and safe heavens to Baloch rebels and militants from Swat and FATA. This is the reason that despite Pakistan Army’s consistent efforts, militants from Afghanistan operate with greater impunity. India is equipping militants in tribal areas and Balochistan with latest weapon, tactics and superior training to undermine Pakistan Army’s efforts against militancy and terrorism.

According to Janes Information Group, “The Indian spy agency R&AW and the Israeli spy agency Mossad have created four new agencies to infiltrate Pakistan in order to target important religious and military personalities, journalists, judges, lawyers and bureaucrats. In addition, bombs would be exploded in trains, railway stations, bridges, bus stations, cinemas, hotels and mosques of rival Islamic sects to incite sectarianism. This report was published many years ago, but it is relevant to Pakistan’s internal security situation today. We have seen that important personalities from military and Ulema who belong to different sects have been targeted to create uncertainty in Pakistan. Moreover Pakistan has also witnessed spike in violence, terrorist activities, bomb blasts in public places and Mosques.


In Pakistan one tends to think India’s use of covert operations against Pakistan started after 9/11. It is not so. It started soon after the independence of Pakistan. India forcefully captured princely states who were supposed to be part of Pakistan. But the most wicked role of Indian intelligence played was in 1971 in the then East Pakistan. B. Raman in his book "The Kaoboys of R&AW: Down Memory Lane", notes: “Indira Gandhi decided to assist the Bengali speaking people of East Pakistan in their efforts to separate from Pakistan and achieve independence, so to be called Bangladesh. The R&AW had inherited from the IB its intelligence collection and covert action capabilities relating to Pakistan and China”. This was official line of the Indian government to cut Pakistan into two parts.

B. Raman further notes that “In 1971 India’s R&AW established a PSYWAR Division, called information division. Media professionals from the ministry of information and broadcasting as well as from the army were given the task of ensuring that international spotlight was kept focused on the brutalities of Pakistan Army”. The same game is being played by the India’s information division against Pakistan today. Indian-paid lobbies in the US, the UK and other parts of the world are highlighting Balochistan issue and supporting the cause of the separatists. But this time around India will never succeed as the Pakistanis are fully behind their armed forces and intelligence agencies.

According to the Jane Commission’s report the Indian Government is playing dirty games with regional states to exert its influence in south Asia. India is supporting Tibetans against China. R&AW has created a militant group, the Shanti Bahini, which includes Chittagong Hill Tracts Hindus and Buddhists. This group is carrying out militancy in Bangladesh.

R&AW has also supported Tamil insurgency in Sri Lanka. Indian intelligence agencies with the support of Israel trained and funded Tamil tigers against Sri Lankan government. In 1991 Victor Ostrovsky, the author of a book “By Way of Deception” told Indian abroad news service that Mossad brought many Tamils to Israel for training in 1984 and 1985. In July 1984 this inner R&AW circle arranged with Mossad to send Tamils to Israel for commando training. Thousands of innocent people lost their lives in Tamil insurgency in Sri Lanka which was supported by India and Israel.

Pakistan has to take some concrete measures to counter India’s covert operations. It has to revamp its overall intelligence apparatus and practice modern techniques to counter the covert activities of R&AW. Our politicians, media and academia must support armed forces in their fight against the Indian-sponsored militancy in FATA and Balochistan. Unity at home will enable us to face internal and external challenges affably.
