Target Killing, Kidnapping, Pipeline Explosions
February 18, 2011
Despite tall claims by the incumbents, Balochistan is still facing massive difficulties in the form of target killings, kidnapping for ransom while the resistance forces in Balochistan have crippled lives of innocent people and last but not the least unremitting gas explosions have taken heavy toll on them.
Baloch insurgents have intensified their attacks on vital gas pipelines and power transmission pylons in recent days, depriving the entire province of power and gas facilities for days and causing massive losses.
Intriguing attacks on gas fields have rocked Balochistan since last many days. The recent series of explosions and attacks at gas fields in Balochistan have not only led to disruption in supplies but also raised serious concerns about the security of the personnel involved in exploration and production of the vital source of energy.
In our view this is a serious development and there should be no doubt that foreign elements are behind these activities who want to weaken Pakistan through attacks on sources of energy supplies.
Pipelines are a traditional target because they are difficult to protect and the effect of damage is immediate. Personnel are targeted to kidnap them for ransom but also they are attacked and killed to discourage foreign presence from the industry.
On the other hand, due to law and order situation in Balochistan, four districts in Balochistan are barred from survey on Benazir Income Support Program (BISP). Thousands of poor people and families are deprived from financial assistance through this program. Approximately 200,000 families are registered through this program. In Balochistan 22 districts, poverty census work has got underway while in four districts of the Balochistan Mastung, Awaran, Panjgoor and Khazdar, poverty census has not yet completed.
While giving details Director General of the Benazir Income Support Program (BISP) Sohail Qadeer Saddique opine that due to lack of security measures by the government, work has not been started.
More than 60 to 70 thousand Director General of the Benazir Income Support Program (BISP) Sohail Qadeer Saddique families are deprived of financial aid through the program.
Director General of the Benazir Income Support Program (BISP) Sohail Qadeer Siddiqui said that special teams have been assigned for the welfare of the poor people adding that 250,000 families are such who don’t poses national identity cards.
He said that funds must be provided to the poor and needy people as due to high inflation, it is becoming out of reach of people to survive.
He said that BISP is a program for poor people and it must act as a catalyst to bridge the widening gap between the poor and the rich.
He said that financial irregularities in the program will be controlled and the culprits involved in financial embezzlements will be severely punished.
Cases will be registered in courts, he said. He further said that according to BISP, all registered families have been provided with Mobile sets and all the people could get money from banks or mobile offices living in rural or urban areas.
While giving details of the program, he said that one thousand per month is provided to the family while technical education being given besides 50,000 rupees to the family who is medically unfit so that they can stand on their toes.
Director General of the Benazir Income Support Program (BISP) Sohail Qadeer Siddiqui added that all necessary privileges are provided by the program besides people affected by bomb blasts or target killings will be also given benefit as such families number is more than 70 in Balochistan.
He said that mostly women who have to stand in long queues are facing massive hardships as when they go to post offices or others for collection of money, 250 rupees is deducted from total amount of 1000 while some of the affected families have to wait for months and they don’t get their relief aid.
In the meantime, a high profile meeting was held under the leadership of Chief Minister of Balochistan Nawab Aslam Raisani, review was taken over the law and order situation in the province in the light of the incidents of terrorism. IG police, Secretary Interior and other concerned officials delivered detail briefing in the meeting in this connection.
Some important decisions have taken in the regard of taking action against the responsible of such terrorist activities.
Measures were being made that strict action would be taken against the miscreants involved in terrorist activities like blowing up of gas pipelines and electric towers in diverse part of the province. It was said in the meeting that, such sorts of acts are the conspiracy against poor and innocents people of the province because miscreants want to destroy poor nation financially.
Decision has also been taken that no one would be allowed to challenge the writ of the government. Decision has been taken in the meeting about the strict action of police against the culprits involved in kidnapping.
Chief Minister of Balochistan has said, that the success of police actions against gamblers, culprits and kidnappers is satisfactory; he hoped that the officers and officials of police departments and other law enforcement Agencies would continue their dedication and devotion toward their duty and would ensure the security and safety of common people.
Maintenance of law and order situation is the first priority, in order to continue the development work in the province, he said and for this purpose, all political parties and tribal leaders should have to play their pivotal role along with government departments.
He stressed that the local leaders and political-tribal heads must stay in touch with the law enforcing authorities while they initiate crackdowns against the miscreants. These political-tribal heads must enlighten the minds and souls of the people.
The incidents of forceful abductions and the recoveries of disfigured and mutilated corpses is a day-to-day routine.
Two mutilated bodies identified as Qayyum Baloch and Jamil Yaqoob found in Heronik (Turbat),in the last few days.
According to the central spokesman of Baloch Students Organization (Azad), Qayyum Baloch was, a comrade member of central committee, abducted from Gwadar on 11th Dec. 2011, whereas Jamil Yaqoob was kidnapped on 28th of August 2010 by the agencies. And they were martyred by atrocious brutalities carried in their(agencies) cells.
But state agencies don’t know that the freedom movement can’t be restrained. Our enthusiastic and passion filled group can’t be halted and kept away from getting freedom from the manacles of the state agencies.
The leader of Baloch National Party Sardar Akhtar Jan Mengal said that the mutilated bodies of Balochs signify the racial discrimination.
Those who were promising to bring the abducted men to surface are sending mutilated dead bodies. But it won’t be helpful in terminating our freedom campaign.
He added that the incidents of throwing away the injured bodies after torturing Ali Muhammad Mengal, Nadeem Baloch and that of Sohraab Baloch severely, and killings of Yaqoob Jamil Baloch, and Fahim Baloch are breathtaking.
While declaring humiliations, state terrorism and terrible behavior with Baloch nation, he said, the recovery of bullet-ridden dead bodies of Baloch youth form barren land is violation of humanity and equal to terrorism. Such violence could not be eliminated nations.
By intensifying the operation against Baloch nation in the Province, by force missing and arresting of innocent people of Balochistan and the claimers of recovering the missing persons are giving the gifts of dead bodies to Baloch people.
If review is being made of world histories regarding campaigns and struggles, the violation of humanity, killing of innocent people in prison, and torture cells could not be eliminated nations. He said this is the misconception of state bodies that they could eliminate BNP and other political parties.
Baloch nation has always faced dictator with great courage, consistency in their attitudes, horizontal struggle as well as their strong willpower, whereas civil dictator always took the support of power and state machinery against innocent Baloch people, but could not succeeded to eliminate.
Such humiliations could not eliminate the struggle of BNA for the right of self-determination because the state power could not win before the party leadership and activists courage.
Various circles in Balochistan are showing concern over the recovery of bullet-ridden dead bodies urging that situation could be alarming if stern measures and steps are not taken to control such heinous crimes.
