Karachi police fail to deliver

Some segments of the society claim that Karachi police work with precision in a planned manner, be it security measures, curbing street crimes, arresting criminals or/and maintenance of law and order in the city. However, many circles believe that police should concentrate on training measures, rather than planning, as planning was more of the responsibility of operational police only. Investigative police do not require planning, as they should remain limited to investigations. However, contrary to all needs and beliefs, Karachi’s operational police are also busy in investigation, while investigative police remain busy in planning. As such, they manage to get ‘results’ and ‘solve cases’ well before the occurrence of any crime! And (only) then, they determine the exact culprit of their own choice! After filing of the case, the investigation police do manage to convert an honorable and respectable citizen into a criminal, and any criminal into an honorable and respectable citizen; often managing to eke out their due price.

Police have been equally responsible for spoiling all cases regarding the 12th May (2007) carnage and 09th April’s burning alive of lawyers, benefiting MQM, which has deftly managed to protect the original MQM terrorists, by replacing them with MQM activists, who have no connection with these incidents, whatsoever. MQM is doing this in order to derail courts, as they would fail to procure any proofs against these irrelevant (nominated) culprits. Sources said the police stance /standing had become quiet dubious.

It should be noted that in past, MQM had spoiled the murder case of former Sindh Governor Hakeem Saeed by protecting the actual culprits, and rather arresting those who had no link with the entire murder case. As expected, the nominated culprits secured easy acquittals over lack of any evidences. In a similar vein, Sharah-e-Faisal police have claimed arrest of 2 MQM terrorists -- hailing from its unit 146, Federal B Area sector – namely Wamiq Ateeq Siddiqui and Nadeem Hasan Zaidi. Rangers had already arrested these two on midnight of 08th and 09th Sept 2011, impounding weapons from their custody as well.

Reliable Rangers sources said both the accused had confessed numerous acts of extortion, and firings, besides burning some lawyers to death. Sharah-e-Faisal Police Station in charge Chaudhry Azeem claims that police had arrested these two ‘terrorists’ near Johar More, after an encounter. ASI Saqib also seconds the ‘facts’, claiming that both were arrested from Rashid Minhas, following the murder of a Pathan citizen. However, despite being arrested, the custody of these two terrorists has not been taken by police; only after which further disclosures of their connivance in 12th May carnage would be assessed. The issue of torching lawyers to death is of utter importance, but for some unknown reasons, police are deliberately delaying the case. Sources say after public confessions of their involvement in 12th May and 09th April incidents, the higher police officials of the investigative committee should have been more active and alert, since 12th May incident involved a bloody effort to obstruct the CJP during his visit to Karachi. Rather, the issue was left at lax mercy of junior and subordinate police officers, spoiling the entire investigations of the case, an benefiting culprits and their political parties. Police officials have been known to connive with MQM in past, and managing to spoil the evidence of MQM’s involvement in case of murder of Hakeem Saeed. Intelligence sources have disclosed that some police officers spoiled the case, in order to eke out privileges and benefits, including promotions. The murder of Hakeem Saeed initiated operation against MQM in Karachi.

Police have also been accused of trying to spoil the case of Chakra Goth, in which four policemen were martyred, and many injured, in order to protect MQM terrorists. But a senior SSP, Niaz Ahmad Khosa, foiled this endeavor in his report, recommending strong action against 5 police officials, including a DSP, 2 thanedars, and 2 sub-inspectors. MQM’s networks already active in police circles are busy manipulating and spoiling the cases. No investigations were being carried out against the two arrested, Wamiq Ateeq and Nadeem Hasan Zaidi, who were enjoying meetings with friends, mobile phone facility and food from outside in Sharah-e-Faisal police station.

On the condition of anonymity, a high-ranking police official said in case courts acquits any nominated culprit over lack of evidence, the entire case is doomed, benefiting the original culprits. He said witnesses’ role is vital, who can identify the terrorists, while many MQM-related terrorists have been able to get acquitted over lack of evidence.
